Residence and permanent residence in Argentina for Russian citizens in 2026: categories, documents, fees and the path to citizenship
Which temporary and permanent residence categories in Argentina fit Russian citizens after DNU 366/2025: a child, marriage, rentista, pension, work, study. The 90-day precaria, filing in RaDEX, documents, 2026 fees and the path to permanent residence and citizenship.

In short
- Argentina has three steps of status: the precaria while your application is reviewed (up to 90 days, renewable), temporary residence — usually up to three years, renewable — and permanent residence. Citizenship is a separate procedure.
- Almost every ordinary category is filed online in RaDEX, from inside Argentina, after a legal entry. Russian citizens need no visa to enter — up to 90 days.
- Since DNU 366/2025, permanent residence is no longer granted "straight away": parents of an Argentine child and spouses of citizens first receive temporary residence, and permanent residence requires proof of means and a clean criminal record.
- The most common categories for families from Russia: a child born in Argentina, marriage to a citizen, income from abroad (rentista), a pension, work and study.
- The temporary residence fee for non-Mercosur nationals is 100,000 pesos, plus apostilles, sworn translations and the foreigner's DNI.
How the statuses work
| Status | What it is | Term |
|---|---|---|
| Precaria (residencia precaria) | A temporary document while the application is reviewed: you may live, work, study, leave and re-enter while it is valid | up to 90 days, renewable |
| Temporary residence (art. 23, Law 25,871) | Residence on a specific ground: family, income, work, study and so on. It gives access to the foreigner's DNI | usually up to 3 years, renewable |
| Permanent residence (art. 22) | An indefinite right to live in the country; free public health care and universities on the same terms as citizens | indefinite |
| Citizenship | Naturalisation under Law 346 after two years of legal residence | — |
Time on a precaria counts neither towards permanent residence nor towards the two years for citizenship. Temporary residence may be cancelled after six months or more abroad, permanent residence after a year or more, unless Migraciones authorised the absence.
What DNU 366/2025 changed
The decree took effect on 29 May 2025 and rewrote a large part of the migration law.
- An Argentine child no longer gives parents permanent residence at once. It is now temporary residence through family reunification for up to three years. Details in "Residence and DNI for parents of an Argentine child".
- Marriage to an Argentine citizen also leads to temporary residence first; permanent residence can be requested later.
- Permanent residence now requires sufficient means of support and no criminal record; a conviction for an offence punishable by three years or more can bar entry and stay.
- The precaria was cut from 180 to 90 days and no longer counts as residence time.
- Health care and universities. Foreigners without permanent residence pay for non-emergency care at national hospitals or show insurance; free higher education is guaranteed only to citizens and permanent residents.
- Citizenship moved from the courts to Migraciones with a requirement of two years without leaving the country; these rules are being challenged in court — see "Argentine citizenship in 2026".
Lawyers disagree on how the move from temporary to permanent residence by length of stay now works; some read the reform as removing any automatic switch "by time". Build your permanent-residence plan around your specific category rather than older guides.
Categories that fit Russian citizens
| Category | Who it fits | What it gives |
|---|---|---|
| Child born in Argentina | Each parent of an Argentine child — a separate application | Temporary residence through family reunification, up to 3 years |
| Marriage to an Argentine | A spouse or registered partner | Temporary residence, later an application for permanent |
| Rentista | People living on passive income from abroad: rent, dividends, interest | Temporary residence; threshold of 5 minimum wages (about 1,956,000 pesos a month in October 2026) |
| Pensionado | Recipients of a foreign pension | Temporary residence; the same 5-minimum-wage threshold |
| Work | With an employment contract from an Argentine employer | Temporary residence for the contract term |
| Study | Students at recognised institutions | Temporary residence for the study period |
| Investor | Investment in productive activity in Argentina | Temporary residence; separately, a citizenship-by-investment programme |
| Refugee status | Personal risk of persecution — not an ordinary migration procedure | Decided by CONARE; see "Refugee status in Argentina" |
Remote work for a foreign employer or freelancing fits neither "rentista" nor "work"; those cases are assessed individually. More on rentista income in "Rentista residency in Argentina in 2026"; all categories are in "Residence, permanent residence and citizenship".
How to apply
- Legal entry. An entry stamp or electronic record and an unexpired stay. A tourist stay can be extended at Migraciones only before it ends.
- Documents from home, in advance: criminal record certificates from every country you lived in for over a year in the last three years (everyone over 16), marriage and birth certificates — all apostilled in the issuing country.
- Sworn translation in Argentina by an Argentine sworn translator, with the signature certified by the Translators' College — see "Sworn translation of documents".
- An address in Argentina: a lease or a utility bill in your name.
- RaDEX application: form, document upload, fee payment. The Argentine criminal record check is requested inside the system.
- Precaria right after the application is checked; renew it online on time (see "The precaria in Argentina").
- In-person appointment at Migraciones with originals, then the decision and the foreigner's DNI.
A gestor is not mandatory: Migraciones states that the procedure is personal. Help matters where documents and deadlines must be right the first time.
Costs and timing

The path to permanent residence and citizenship
- Permanent residence. It is usually requested after several years of temporary residence — the reference for non-Mercosur nationals is three years — with proof of means and no criminal record. After the reform, the conditions depend on your category: discuss them before applying for temporary residence.
- Citizenship. Two routes, both disputed: through Migraciones, with two years of continuous legal residence without a single exit; or through a federal court under Law 346, as before the reform. The Supreme Court has not ruled yet.
- Citizenship by investment is a separate Ministry of Economy programme from October 2026 with no residence requirement; see "Citizenship through significant investment".
Choosing: common scenarios
- Coming to give birth. The parents' ground appears after the birth, through the child. Apostille the documents you will need at home before flying: "Documents before departure"; the whole path is in "Child's citizenship and parents' residence".
- Living on rental income, deposits or a pension. Rentista or pensionado — if the income reaches the threshold and can be routed through a bank authorised by Argentina's Central Bank.
- Working remotely for a foreign company. There is no direct category; we look at your case — sometimes another ground through family or income fits.
- Planning to study. Student residence, but public universities may charge foreigners without permanent residence.
Common mistakes
- Planning on 2022–2024 advice, when an Argentine child gave parents permanent residence at once.
- Missing the tourist-stay or precaria renewal — a separate procedure follows.
- Bringing certificates without an apostille or translated in Russia — Migraciones needs an Argentine sworn translator.
- Leaving for six months or more without authorisation: temporary residence may be cancelled.
- Different Latin spellings of names across the passport, translations and family documents.
How we help
We check which category fits your family, collect and translate documents, file in RaDEX, track the precaria and deadlines and go with you to the Migraciones appointment. For families coming to give birth this is part of our support packages — see "Premium". Complex cases — refusals, appeals, citizenship through the courts — are handled by lawyers; we help you find one and prepare the documents.
Frequently asked questions
How can a Russian citizen get residence in Argentina in 2026?
Enter legally (no visa needed, up to 90 days), choose a category — a child born in Argentina, marriage to a citizen, rentista income, a pension, work or study — and apply online in RaDEX from inside the country. A precaria of up to 90 days is issued during review, followed by the decision and the foreigner's DNI.
Do parents of a child born in Argentina get permanent residence?
Not straight away. Since DNU 366/2025 parents receive temporary residence through family reunification for up to three years. Permanent residence is requested later, and Migraciones checks means of support and criminal records.
How much does Argentine residence cost?
The temporary residence fee for non-Mercosur nationals is 100,000 pesos, a priority appointment another 50,000, and the foreigner's DNI about 20,000 pesos. Add apostilles in the issuing country and Argentine sworn translations.
Can I apply for Argentine residence from Russia?
Most categories are filed online in RaDEX only from inside Argentina. Some, such as rentista, can be started through an Argentine consulate, but criminal record certificates and apostilles are prepared at home in any case.
